NOTICE AND OPPORTUNITY FOR PUBLIC COMMENT

 

The Mobile Airport Authority intends to file an amendment to PFC Application No. 13-06-C-01-MOB with the Federal Aviation Administration (FAA). The Mobile Airport Authority is proposing to amend PFC Application No. 13-06-C-01-MOB by increasing the level of PFC from $3.00 to $4.50 for all projects at the Mobile Regional Airport (Airport).The charge effective date is June 1, 2013 and the new estimated expiration date is September 1, 2018.

 

The public has 30 days from the date of this notice to file comments. The final date for comment is Monday, July 31, 2017. Please submit all comments to Kathryn Behrens by one of the following methods:

Following is a list and brief description, justification, and the PFC revenue for the proposed amended projects.

 

06-001 Wildlife Hazard Assessment & Management Plan

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the assessment of wildlife existing at the Airport and to develop a plan to maintain a safe airport environment as required by FAA ASO 139 Safety Certification Office.

 

AMENDMENT INFORMATION

Increase the PFC level from $3.00 to $4.50

 

06-002 Noise Mitigation Program

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project to meet recommendations under Part 150 Noise Study for MOB to purchase easement on the residences located to the south of the Airport and for voluntary acquisition on residences located to the north of the Airport.

06-003 East Airfield Storm Water Detention Area

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project to create a storm water runoff detention area to accommodate for expansion on Airport property.

06-004 Replace Airfield Beacon

DESCRIPTION

PFC funding for use to cover sponsor’s share of AIP funded project to replace existing airport beacon, tower and to add emergency power panels for the terminal building. Existing beacon reached end of its useful life and become increasingly difficult to maintain. Replacement restored beacon to original conditions meeting FAA Standard. Also included is the installation of additional emergency power panels to serve the terminal building. Existing panels reached capacity.

06-005 Security Towing Vehicle

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project to purchase a security vehicle capable of removing unattended vehicles from the Terminal Building loading and unloading areas. The ability to remove vehicles is a requirement of the Airport’s Security Plan and TSA.

06-006 Baggage Conveyor Chutes

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project to purchase a conveyor type baggage chute to be installed on each passenger loading bridge. The conveyor allows for faster loading and unloading of carry-on-baggage during flight operations.

06-007 Terminal Rehabilitation Phase II

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the design and construction for replacement/modifications to the terminal building façade to include repairs to damaged portions of the brickwork, capping existing limestone to prevent water from seeping behind the stone and brickwork, and extending canopies at passenger drop-off and pick-up areas.

06-008 Terminal Road Rehabilitation

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for construction to rehabilitate the entrance road serving the Airport Terminal Building and the west aviation entrance road. The asphalt roads developed cracks and raveling due to surface oxidation and was near the end of their useful life.

06-009 Taxiway R Rehabilitation

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the rehabilitation of Taxiway R between Taxiway R2 and Runway 36. The rehabilitation included milling, crack repair, asphalt overlay and taxiway markings. The asphalt was approximately 20 years old and was showing signs of severe distress including cracking and raveling.

06-010 Runway 18/36 and Partial Taxiway R Rehabilitation

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the design and construction to rehabilitate Runway 18/36 and the southern portions of Taxiway R not previously rehabilitated. The project included milling, crack repair, asphalt overlay, and markings, replacing the runway and taxiway lighting and the installation of a lighting control system to be able to operate the new runway and taxiway lights. The existing system was not able to support the new lighting. The project also involved the remarking of the chevrons and threshold bar on Runway 14/32.

06-11 Rehabilitate 12 foot Culvert Under Runway 14/32 Study/Design

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project to study and design to rehabilitate a 12 foot culvert that runs under the main runway (14/32). The culvert is approximately 50-60 years old and is collapsing which poses a risk and danger to the airport’s runway.

06-012 Master Plan Update

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project to make updates to the precious Master Plan prepared in 1989 to evaluate existing facilities, conditions, and activity at the Airport and to project future activity and recommend methods of accommodating demand.

06-013 Rehabilitate ARFF Building Roll-Up Door

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the Design and construction to replace the roll-up doors at the Airport’s ARFF station. The existing doors have reached the end of their useful life and have become increasingly difficult to maintain.

06-014 ARFF Quick Response Vehicle

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the acquisition of one new quick response ARFF vehicle to replace the existing vehicle that was 24 years old.

06-015 Replace Airfield Signage (Design)

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the design to replace the airfield directional signage due to changes in FAA design standards. The design will also incorporate the required runway designation change from RW 14/32 to RW 15/33 due to magnetic variation changes.

06-016 Security Lighting Upgrade Phase II

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the design and construction to add and replace 20 year old lighting around the airport access roads and terminal ramp. Increasing lighting provides additional safety and compliments the CCTV security system during night operations.

06-017 Airfield Drainage Phase III Construction

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the construction of Phase III of repair to critical drainage structures throughout the airfield that had reached the end of their design life and started to fail and had developed major erosion around the structures. This failure caused unsafe operating conditions for aircraft. This phase included drainage at taxiway L1 and taxiway A2 and A4.

06-018 Update Security System (Design)

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project for the design to replace and upgrade portions of the current security system that includes the CCTV, Access Control System, and Intrusion Detection System. The replacement and upgrade will include hardware and software for the system.

06-020 Rehabilitate 12 Foot Culvert Under Runway 14/32 Construction

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project in FY 2013 for the construction to rehabilitate a 12 foot culvert that runs under the main runway (14/32). The culvert was approximately 50-60 years old and collapsed which posed a risk and danger to the airport’s runway. The study and design portion of this project were funded under previous grants.

06-21 Replace Airfield Signage Construction

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project in FY 2013 for the construction to replace the airfield directional signage due to changes in the FAA design standards. It also included the required runway designation change from RW 14/32 to RW 15/33. Funding for the design phase was provided under the FY 2011 grant.

06-022 Update Security System Construction

DESCRIPTION

PFC funding for use to cover sponsor’s share of an AIP funded project in FY 2013 for the construction to provide for the replacement and upgrade to portions of the security system that included the CCTV, Access Control System, and Intrusion Detection System. The replacement and upgrade included hardware and software for the system.

06-023 Part 139 Interactive Employee Training Equipment and Workstations

DESCRIPTION

Purchase and install an automated, computer-based, interactive training program for employees and tenants. The system will track test results to allow for easy production of training records required by FAA and TSA. The programs involve training for airfield operational safety and airport security based on the requirements set forth by FAA and TSA.

06-024 Airfield Lighting Vault Improvements

DESCRIPTION

Improvements made to the lighting vault that included refurbishment of the roof which leaked onto electrical equipment posing a dangerous situation.

06-026 Terminal Rehabilitation Phase III

DESCRIPTION

Various terminal improvements to include:

·        Renovation to the airline ticket counters that include ADA compliance

·        Replacement of the aircraft emergency alert phone system (Crash Phone)

·        Replace the roll-up doors located in the baggage screening areas behind the airline ticket counters

·        Install preconditioned air units for passenger loading bridges

·        Install automated roll-up door for the exit point of the sterile area of the terminal building

·        Extend the canopy of the front of the terminal building to cover the pedestrian sidewalk leading to the public parking lot

·        Tint windows on the first level of the terminal building atrium area

·        Matching local share of anticipated federal funding to design and construct a passenger loading bridge at Gate 6
