 NOTICE AND OPPORTUNITY FOR PUBLIC COMMENT

The Mobile Airport Authority intends to file an amendment to PFC Application No. 13-06-C-OO­-MOB with the Federal Aviation Administration (FAA) at the PFC level of $3.00 Passenger Facility Charge (PFC) for all projects at the Mobile Regional Airport (Airport). The charge effective date is June 1, 2013 and charge expiration date is October 1, 2017. The Mobile Airport Authority is proposing to amend PFC Application No. 13-06-C-OO-MOB by increasing the total amount collected from $3,705,879 to $4,158,061, an increase of $452,182. 
 
The public has 30 days from the date of this notice to file comments. The final date for comment is March 7, 2016. Please submit all comments to Kathryn Behrens by one of the following methods:

Following is a list and brief description, justification, and the PFC revenue for the proposed amended projects. 
 
06-007 Terminal Road Rehabilitation Phase II
DESCRIPTION
Match AIP funds for construction to rehabilitate the entrance roads serving the Airport Terminal Building and the west aviation entrance road. The asphalt roads developed cracks and unraveled due to surface oxidation and were near the end of their useful life.
 
AMENDMENT INFORMATION 
Reduce project cost due to final construction costs less than estimated. The Approved Use amount of $251,527 will be reduced 251,401, a decrease of $126. 
 
06-017 Airfield Drainage Phase Ill Construction
DESCRIPTION
PFC funding for use to cover sponsor's share of an AIP funded project for the construction of Phase Ill of repair to critical drainage structures throughout the airfield that had reached the end of their design life and started to fail and had developed major erosion around the structures. This failure caused unsafe operating conditions for aircraft. This phase included drainage at taxiway Ll and between taxiway A2 and A4. 
 
AMENDMENT INFORMATION 
Increase in project cost due to final construction costs higher than estimated. The Approved Use amount of $60,000 will be increased to $60,806, an increase of $806. 
 
06-019 Upgrade BIDS/FIDS Design
DESCRIPTION
PFC funding for use to cover sponsor's share of an AIP funded project for the design to upgrade and replace the existing Baggage Information Display (BID) system, the Flight Information Display (FID) System and the integration of Gate displays to include new network system hardware and software.
 
AMENDMENT INFORMATION 
Remove project from application. The Approved Use amount was $7,147. 
 
06-020 Rehabilitate 12 Foot Culvert Under Runway 14/32 Construction
DESCRIPTION
PFC funding for use to cover sponsor's share of an AIP funded project in FY 2013 for the construction to rehabilitate a 12 foot culvert that runs under the main runway (14/32). The culvert was approximately 50-60 years old and collapsed which posed a risk and danger to the airport's runway. The study and design portion of this project were funded under previous grants.
 
AMENDMENT INFORMATION 
Increase in project cost due to final construction costs higher than estimated. The Approved Use amount of $240,000 will be increased to $284,636, an increase of $44,636. 
 
06-021 Replace Airfield Signage Construction
DESCRIPTION
PFC funding for use to cover sponsor's share of an AIP funded project in FY 2013 for the construction to replace the airfield directional signage due to changes in the FAA design standards. It also included the required runway designation change from RW 14/32 to RW 15/33. Funding for the design phase was provided under the FY 2011 grant.
 
AMENDMENT INFORMATION 
Reduce project cost due to final construction costs less than estimated. The Approved Use amount of $90,000 will be reduced to $89,495, a decrease of $505. 
 
06-022 Update Security System Construction
DESCRIPTION
PFC funding for use to cover sponsor's share of an AIP funded project in FY 2013 for the construction to provide for the replacement and upgrade to portions of the security system that included the CCTV, Access Control System, and Intrusion Detection System. The replacement and upgrade included hardware and software for the system.
 
AMENDMENT INFORMATION 
Increase in project cost due to final construction costs higher than estimated. The Approved Use amount of $85,000 will be increased to $90,568, an increase of $5,568. 
 
06-023 Part 139 Interactive Employee Training Equipment and Workstations
DESCRIPTION
Purchase and install an automated, computer-based, interactive training program for employees and tenants. The system will track test results to allow for easy production of training records required by FAA and TSA. The programs involve training for airfield operational safety and airport security based on the requirements set forth by FAA and TSA.
 
AMENDMENT INFORMATION 
Increase in cost to purchase and install the computerized training system due to the need for additional videos for the required FAR Part 139 training as well as SIDA training. The additional videos were needed to be in compliance with all the training requirements under FAA Part 139 training. The Approved Use amount of $200,000 will be increased to $290,400, an increase of $90,400. 
 
06-024 Airfield Lighting Vault Improvements
DESCRIPTION
Improvements made to the lighting vault that included refurbishment of the roof which leaked onto electrical equipment posing a dangerous situation.
 
AMENDMENT INFORMATION 
Reduce project cost due to final construction costs less than estimated. The Approved Use 
amount of $50,000 will be reduced to $27,348, a decrease of $22,652. 
 
06-026 Terminal Rehabilitation Phase Ill
DESCRIPTION
Various terminal improvements to include:
Renovation to the airline ticket counters that include ADA compliance
Replacement of the aircraft emergency alert phone system (Crash Phone)
Replace the roll-up doors located in the baggage screening areas behind the airline ticket counters
Install preconditioned air units for passenger loading bridges
Install automated roll-up door for the exit point of the sterile area of the terminal building
Extend the canopy of the front of the terminal building to cover the pedestrian sidewalk leading to the public parking lot
Install common/shared use equipment at the vacant ticket counter and at all passenger gates
Tint windows on the first level of the terminal building atrium area
Matching local share of anticipated federal funding to design and construct a passenger loading bridge at Gate 6
 
AMENDMENT INFORMATION 
Projects within the terminal improvements that will be amended include: 
Increase in cost to design and install preconditioned air units for passenger loading bridges.
Change in scope and increase in cost to install automated roll-up door for the exit point of the sterile area of the terminal           building.
Change in scope to install a revolving door versus a roll-up door.
Remove project to install common/shared use equipment at the vacant ticket counter and at all passenger gates.
 
The Approved Use amount of $2,222,400 will be increased to $2,563,602, an increase of $341,202.
