Mobile Airport Authority, ARFF Services Proposal:  Questions     9/5/19                  

  • Are ARFF services presently provided by the City of Mobile Fire Department?
    • YES

  • If so, is the Authority under contract with the City? When does this contract expire?
    • THE CONTRACT BETWEEN MAA AND THE CITY OF MOBILE IS MONTH-TO-MONTH

  • Are there ARFF stations located on airport property at the Mobile Regional Airport and the Mobile Downtown Airport?
    • YES

  • Are these stations equipped to handle 24/7 coverage i.e. kitchen, separate male/female sleeping quarters, showers, etc.?
    • EACH STATION HAS ABILITY TO HANDLE 24/7 COVERAGE WITH KITCHEN, SLEEPING QUARTERS, SHOWERS, ETC.
    • MOB HAS SEPARATE SLEEPING QUARTERS FOR CAPTAIN
    • NO SEPARATE MALE/FEMALE SLEEPING QUARTERS AT EITHER LOCATION

  • Relative to staffing, does each location require 24/7 ARFF coverage of a Captain and two Firefighters?
    • IT IS UP TO THE PROPOSER TO DETERMINE THE STAFFING. THE STAFFING REQUIREMENT IS BASED ON INDEX B

  • Index B requires a response of one 1500-gal vehicle; is this the standard for each Airport?
    • ARFF EQUIPMENT DESCRIPTIONS WERE PROVIDED IN RFP

  • EMT level EMS: Is medical response purely for the terminal or for anywhere and any tenant on airport property? Can a 12-month history of responses be provided?
    • ARFF FIREFIGHTERS WILL NOT RESPOND TO MEDICAL EMERGENCIES IN THE TERMINAL OR AT ANY TENANT FACILITIES. RESPONSE IS STRICTLY LIMITED TO AIRCRAFT EMERGENCIES

 

  • Turnout gear:
    • Who is responsible for providing the turnout gear? On page 4, the Proposer is responsible as part of required uniforms. On same page, states both Airports will provide proximity suits. 
      • AIRPORT WILL PROVIDE PROXMITY SUITS
      • PROPOSER WILL PROVIDE DAILY UNIFORMS AND TURNOUT GEAR
    • Is structural Personal Protective Equipment (PPE) acceptable?
      • PPE MUST FOLLOW ANY FAA REGULATIONS PERTAINING TO TYPE

  • Radios: Assuming the Airports provide the station and vehicular radios, do the Airports also provide the handheld radios (need seven sets plus spare batteries)? Is there a municipal (County or City) fee for contractor usage of the County radio system?
    • MOBILE COUNTY, THROUGH 911, WILL PROVIDE RADIOS AT NO CHARGE OR FEE, THE RADIOS REMAIN THE PROPERTY OF THE COUNTY

  • Is the Contractor responsible for the annual SCBA maintenance and testing fee along with hose, ladders, nozzles etc. inspection fees?
    • YES

  • Station furniture and exercise gear: Will the Authority provide and replace as needed?
    • PROPOSER SHOULD PROVIDE SUFFICIENT FURNITURE AND EXERCISE GEAR
    • AIRPORT WILL PROVIDE AND REPLACE APPLIANCES AS NEEDED

  • Management Plan: Resumes are requested for the staff to be assigned at the Airports. We do need to hire these people first; can provide resumes from our current locations as representative of the quality and professionalism of our personnel?  Would this be acceptable?
    • YES

  • Insurance
    • Professional Errors & Omissions:
      • Your required limit is $5M. We presently carry $2M per claim with a $4M policy aggregate.  We can obtain the $5M but at a significant cost which would need to be reflected in our proposed fee. Is our $2M/$4M acceptable? 

It is not.

    • Commercial Umbrella:
      • Is your intent that each line of coverage is $5M or that another $5M is added to each line of coverage?

SERVICE PROVIDER shall obtain Umbrella Liability over and above the limits of liability required in the Employers Liability, General Liability, Automobile Liability, and Professional Error and Omissions policies. The Umbrella coverage form will be at least as broad as the underlying policies. The Additional Insureds requirements of underlying policies shall also be met by the Umbrella. The Umbrella limits shall be sufficient so that the sum of the underlying and Umbrella limits shall be at least $5,000,000 per line of coverage. 

    • Is the Contractor required to carry auto insurance on Airport owned ARFF vehicles?
      • NO
  • Please confirm that station uniforms are to meet NFPA 1975. Standard on Emergency Services Work Apparel.
    • YES

  • Please confirm if Proposer or MRA will provide PPE (turnout gear).
    • PROPOSER IS TO PROVIDE PPE (TURNOUT GEAR)

  • Please confirm that Proximity PPE is mandatory if required to be provided by Proposer.
    • AIRPORT WILL PROVIDE PROXIMITY SUITS

  • Does this include cleaning supplies, or will Proposer be required to provide? (Maintenance for the ARFF buildings)
    • AIRPORT WILL PROVIDE CLEANING SUPPLIES

  • Please provide the costs, if any, for the airport to conduct the security background check, and fingerprints.
    • AIRPORT CHARGES $35 PER EMPLOYEE FOR FINGERPRINTING/STA/BADGE

  • Please provide the cost for any SIDA badge which will be issued to Proposer’s employees.
    • SIDA BADGE COST IS INCLUDED IN $35 FEE FOR FINGERPRINTING AND STA ABOVE

  • Please confirm that the on-duty staffing of 1 Captain and 2 Firefighters is required at both airports, MOB and BFM.
    • IT IS UP TO THE PROPOSER TO DETERMINE THE STAFFING. THE STAFFING REQUIREMENT IS BASED ON INDEX B AT EACH AIRPORT

 

  • Is there a limit on the number of pages allowed for the Management Plan?
    • NO

  • Will a vehicle be provided for the Day Captain to use between airports or will this be provided by Proposer?
    • THE AIRPORT WILL NOT BE PROVIDING A VEHICLE

  • Does MRA require a specific type?
    • NO

  • What additional requirements are required for this vehicle to be driven on the SIDA secured area of the airports?
    • VEHICLE MUST BE MARKED WITH COMPANY LOGO AND HAVE A BEACON ON THE ROOF OF THE VEHICLE.
    • THE DRIVER MUST TAKE AND PASS ALL REQUIRED NON-MOVMENT AND MOVEMENT AREA DRIVER TRAINING.
    • THE VEHICLE MUST BE COVERED UNDER PROPOSER’S INSURANCE POLICY WITH THE REQUIRED LIMITS OF COVERAGE

  • Will computers be provided by MRS for use by staff to access contractor’s software programs, i.e. timekeeping, online training, personnel?  If not, will allow contractor to use MRA internet for contractor supplied computers?
    • PROPOSER MUST PROVIDE ALL COMPUTER EQUIPMENT
    • PROPOSER MUST PROVIDE INTERNET SERVICE TO BUILDING

  • To prepare a responsible proposal that protects the interests of the Authority and the employees, please provide the following:
    • What are the average salaries for Fire Captain and Firefighter?
      • AIRPORT DOES NOT HAVE ACCESS TO SALARIES FOR CAPTAINS OR FIREFIGHTERS
      • CURRENT CONTRACT IS THROUGH CITY OF MOBILE
    • What is the current salary range for Fire Captain? What is the range for Firefighter?
      • SALARY RANGE FOR FIRE CAPTAIN – UNKNOWN
      • SALARY RANGE FOR FIREFIGHTER - $32,452 - $51,879

  • UPDATE TO MOB’S EQUIPMENT AVAILABILITY:
